59 PM Eastern FLSA Non-Exempt Bargaining Unit N/A Objectives Individual assists the Executive Director in managing projects, events, contacts, communications, and scheduling.
Individual is responsible for executing basic timekeeping/payroll management for agency.
Individual will be in charge of personnel files and executing other basic fiduciary responsibilities at the direction of the Executive Director.
The individual communicates with key stakeholders, organizes, manages, monitors and plans the progress of projects within budgeting guidelines for the departments under the Executive Director.
Individual reports to the Executive Director.
Job Standards A high school diploma or equivalent combined with seven (7) years of experience in Public Administration, office management, or other related experiences or Bachelor's degree in Public Administration, communications, education, business or related field, combined with three (3) years of relevant experience.
Essential Functions ESSENTIAL JOB FUNCTIONS:
Assists Executive Director in managing timekeeping, agency payroll, and other clerical duties as assigned; Acts as a liaison between the agency, other offices, customers, and vendors; Communicates and collaborates with internal and external teams to provide training and information required for new projects, programs, and systems; Assists in contract management including but not limited to contacting appropriate parties about pending contract renewals, negotiations or other clerical matters related to contract management; Leads in maintaining personnel files and ensuring proper records retention practices are enforced; Leads as point of contact for routine and procedural Human Resources matter, notably, document management and employee files; Conducts cost analysis, estimating expected costs and ensures project deadlines are met or adjusted as needed; Communicates regularly with county leadership and others to ensure the projects align with County goals and plans; Ensures compliance with federal, state, local, industry, contractual, and company regulations, standards, specifications, and best practices; Schedules and maintains schedules for internal and external meetings; Coordinates the research, writing, and dissemination of documents with the Executive Director, Delaware County Transit Board and other departments, as well as other elected officials as needed; Assist Executive Director and Leadership team as needed on projects and key initiatives; Assists in the creation and implementation of long- and short-term plans and policies; Assist Executive Director, and other offices as needed in preparing presentations for local events and attend as necessary; Assists the Executive Director in maintaining community contacts and tracking event participation; Assists Executive Director in coordinating travel plans; Demonstrates regular and predictable attendance; Attends various training sessions, video conferences, and workshops; Performs typing, word processing, and related computer operations; Works overtime and outside of typical work schedule/business hours as required; and Performs other duties as assigned.

JOB REQUIREMENTS Equipment:
Ability to operate a variety of office equipment such as computer and related software, copier, telephone, IPad, calculator, FAX machine, VCR/DVD player, and other equipment necessary to perform duties.
Individual uses personal protective equipment as necessary.
Ability to safely operate a motor vehicle is required.

Ability to accurately and effectively type, accurately enter data and operate a computer and related software to effectively complete assigned tasks; Ability to use proper research methods in gathering data; Ability to prepare and deliver public presentations to specialized audiences and the general public; Organize and prioritize work assignments, multi task with accurate focus and refocus in a fast paced environment; Efficiently operate computer programs such as, but not limited to, Microsoft Word, Excel, Outlook, and agency specific programs; Holds as confidential all aspects of the position; Deliver excellent customer service, externally and internally; Proficiency in grammar, writing, mathematical skills, spelling, and punctuation; Thorough knowledge, adherence and aptitude to follow safety policies, procedures and practices; and Thorough knowledge, adherence and aptitude to follow federal, state, county, and department policies and procedures, laws and regulations.

DIFFICULTY OF WORK Work consists of complex, varied, standardized and non-standardized tasks requiring application of numerous laws, rules, regulations, and procedures.
Individual is required to provide technical assistance to staff personnel on programs, policies, and the interrelationship of programs under moderately complex and difficult situations.
Assigned job duties require technical competence and a high degree of trust, confidence, reliance, integrity and fidelity.
It requires the individual to be continually aware of changes occurring which must be learned and passed on to staff.
Procedures must be developed for implementing changes at the local level.
III.
RESPONSIBILITY Supervisor provides general guidance allowing the individual the ability to plan the procedures and methods to attain objectives.
Individual operates independent of supervision in handling daily operations, normally receiving supervisor's input when needed.
Individual is responsible for administrative and fiduciary task related functions.
Individual's actions reflect upon the reputation of the offices and departments under the Board of Commissioners control.
Errors in work may cause inaccuracies in reports, records, or technical data resulting in inaccurate or incomplete information, or false statements given to the general public which may result in fiscal sanction or litigation against the County.
IV.
PERSONALWORK RELATIONSHIPS Contact is with co-workers, employees from public and private sector organizations and the public.
The purpose of these contacts is to guide and direct, check on progress of work assigned, coordinating services, job development/referrals and handle questions about department, programs and client concerns.
V.
PHYSICAL EFFORT AND WORK ENVIRONMENT Physical Requirements:
The physical requirements of the position are identified as sedentary work, which may require the lifting of up to twenty-five (25) pounds occasionally and/or fifteen (15) pounds frequently.
Physical Activity:
The physical activity of the position is manual dexterity, talking, lifting, grabbing, hearing, listening, reaching, and moving around.
Visual Activity:
Individual performs work where objects being viewed are close to the eyes.
Job Location:
The minimum work conditions for the position indicate that the individual is exposed to working both inside and outside with protection from weather conditions, but not necessarily from temperature changes.
